I am preparing a start-up business proposal, what should I do on the financial section?

I have a new business idea few weeks ago and want to write a start-up business proposal for funding. However, I have no experience on preparing business plan. I found it is difficult for me to prepare the financial section, as this section requires to offer financial statements like balance sheet, cash flow and income statement, etc.

But my question is I don’t have the past financial data and I have no idea how to get it done. What should I do?

I would like help in writing a Decline letter for a funding Proposal?

I am seeking funding for a start up Business and was offered for a small $4,000.00 fee a loan/line of equity credit. I would like to decline in a sort of smart A** way but respectful way at the same time and I’m sort of stuck as to how to do that? Can someone HELP because I am not willing to pay for Funding at all My original request was for Angel funding or Venture capital funding and of course I was offered the above and for the above mentioned fee. I DON’T THINK SO. ~ Anyway any help would be appreciated. Thanks.
